You do not declare an intention to settle. You demonstrate it
Of the eight conditions, this is the one applicants most often think they satisfy automatically. The regulation is more specific than that, and so are the commissions applying it.
Article 15 of the implementing regulation treats an intention to settle as proved by conduct: bringing property or capital into Türkiye, buying immovable property, establishing a business or investment, working here, or bringing a spouse and children to live in Türkiye. The list is alternative rather than cumulative, so one clear indicator is usually enough. What undermines the condition is the opposite pattern — a household abroad, no assets or employment here, and a residence sustained by short visits.
What the regulation accepts as evidence
The implementing regulation lists concrete situations that establish the intention. In practical form they are: capital or assets brought into the country; the purchase of immovable property; the establishment of a business, workplace or investment; taking up employment in Türkiye; and bringing a spouse and children to live here. Related conduct — registering an address, enrolling children in school, holding Turkish bank accounts and tax registration — reinforces the same picture.
The list is alternative. A salaried employee with a family here does not need a property purchase, and a business owner does not need a marriage. What matters is that at least one indicator is present, documented, and consistent with the rest of the file.
Which indicators carry the most weight
In practice, three carry more weight than the others: continuous employment or an operating business, the physical presence of immediate family, and property held for use rather than investment. Each is difficult to manufacture and easy to verify, which is exactly why the commission trusts them.
Property is a useful support but a weak one on its own. A flat bought and left empty while the owner lives elsewhere proves the opposite of what it is offered to prove. Property-based residence is best understood as a component of the picture rather than the picture itself, and clean title records matter more than the purchase price.
What quietly counts against you
Long or repeated absences, even inside the twelve-month allowance, read as a life lived elsewhere. So does a spouse and children resident abroad while the applicant lives here alone; income earned entirely offshore with no Turkish tax footprint; an address registered but visibly unoccupied; and employment with a company that has no substance, which engages the moral character condition as well.
Assembling the evidence deliberately
Intent is proved by ordinary documents, gathered over time rather than produced at the end: employment contracts and payroll records, tax registration, utility accounts in your own name, school enrolment for children, health insurance, bank statements showing life conducted here, title deeds or a registered lease.
Where the business is your own, the substance of the company matters as much as its existence; how the company was established and whether it trades will both be visible. Where the family is the indicator, the family and marriage side has its own rules — but note that marriage to a Turkish citizen is a different route to citizenship entirely, not a shortcut through this one.
